我不认为错误是RubyMine的相关;我认为这是与系统相关的。

也就是说，如果你在命令行上做gem install pg，我怀疑你会得到同样的错误。

我用rvm，它就可以工作。它安装必要的系统库。（这就是说，别人有不时困难的时间。）
