无法连接到托管在Heroku

的PG数据库时尝试连接到数据库PG我得到了以下错误：

$ heroku pg:psql --app rf1
psql: could not connect to server: Operation timed out Is the server running on host "ec2-184-73-161-119.compute-1.amazonaws.com" and accepting TCP/IP connections on port 5432?

我该如何解决呢？ P.s：我在OS X环境中运行并安装了本地pg。
