官网下载所需的3个软件包（为了连接11g数据库）
1：oracle client（oracle客户端）

2：PL/SQL Developer 11.0

下载plsqldev64位，具体安装方法参考百度
3：下载语言包

下载中文包，具体安装方法参考百度
安装了上述3个软件包才能连接远程数据库。
连接方法：最后用ip+数据库名的方式登录
