通常原因:
idea(误)认为网络不安全，不允许访问了，这是由IDEA的网络安全机制判断造成的。
解决方案:
1 settings–>appearance and preference–>system settings—>proxy—auto detect proxy 勾选
2 settings–>appearance and preference–>system settings—>updates—use secure connection 取消勾选
备注:有的idea版本无此选项,则忽略不设置亦无碍
3 关闭防火墙(前两步还无效的情况下再尝试添加此步骤)
4 重启idea
