Plsql Developer连接Oracle时出现Could not initialize oci.dll解决方案

windows 中 安装了PLSQLDeveloper64-bit 版本，启动PLSQLDeveloper 报错：Could not initialize oci.dll

步骤： 
1.去http://www.oracle.com/technetwork/database/features/instant-client/index-097480.html 下载Instant Client for Microsoft Windows (64-bit)  ，之后解压到一个目录里，我是暂时放在D盘

2.点击PlsqlDev ，点击取消，进入页面，选择tools->preferences(首选项)，如图所示，Oracle是自动检测的，如果不可以自动检测到，就要自己设置
