解决办法：
在生成.bit文件时按照下图设置。

在start up options选项中设置FPGA Start-Up Clock为JTAG Clock.

检查JTAG电路，由于本人JTAG信号TMS、TCK、TDO、TDI与FPGA之间布线上接入了其它负载，导致FPGA配置不成功，断开负载后问题消失。
