linux mysql 设置权限 ERROR 1290（HY000）
在一次开通mysql用户访问权限时，出现了1290的错误
ERROR 1290 （HY000）：The Mysql server is running with the --skip-grant-tables option so ti cannot execute this statement
解决方法：输入 flush privileges；刷新一下权限即可
疑是服务器权限占用，导致无法写入新的权限进去
