Window下安装Scoop命令行工具
准备：
1）确认Windows Powershell已经安装，按住“SHIFT”键+鼠标右键，在当前文件路径（譬如在桌面）快捷打开Windows Powershell窗口
2）确保浏览器能够访问“https://get.scoop.sh”，访问不了就自行爬墙试试
3）确保安装了Powershell 3(或更高版本)和. net Framework 4.5(或更高版本)，升级：安装Windows Management Framework 4.0 及以上的版本即可
4）Note：如果出现错误，你可能需要使用“Set-ExecutionPolicy RemoteSigned -scope CurrentUser”更改执行策略（即启用Powershell）

重启PowerShell后验证：
往后通过scoop来安装工具，工具都会自动添加到环境变量中，非常方便。
往后安装的工具会保存到相应user的scoop目录下：C:\Users<username>\scoop\apps
