springcloud-config分为服务端和客户端

测试：

启动服务端3344，然后启动客户端3355，然后根据3355看能不能获取github上面的配置信息

测试：

首先启动config-3344配置服务器启动，然后启动micriservicecloud-config-eureka—client-7001服务端

最后启动microservicecloud-config-dept-client-8001客户端

Test配置默认访问  http://localhost:8001/dept/list 看到访问的数据库是cloudDB02

dev配置默认访问 http://localhost:8001/dept/list 看到访问的数据库是cloudDB01
