Jupyter PermissionError: [Errno.. json]，Spyder An error ocurred while starting the kernel
报错结果如图:
脑壳疼百度半天，用了各种办法程序都跑不起来，最后利用Pycharm 启动Jupyter跑起来了，如图
启动Jupyter的命令 jupyter notebook
但是Sypder的这个错还没找到解决方法,若有大佬看到可以帮忙指点下.
