不能安装jupyter使用PIP 3

问题描述：

无法获取URL https://pypi.python.org/simple/jupyter/：有确认SSL证书有问题：SSL：CERTIFICATE_VERIFY_FAILED]证书验证失败（_ssl.c：748） - 跳绳不能安装jupyter使用PIP 3

我使用Windows 7机器，Python 3.6版本和pip版本是9.0.1。

pip install --index-url=http://pypi.python.org/simple/ --trusted-host pypi.python.org jupyter
