我也遇到过这样的问题在64位的Windows机器上，该sicpy（SciPy的-0.19.1-cp27-cp27m-win32.whl）下载到本地，也失败了。

我使用'pycharm'编译工具，使用它的文件\ setting \ interpreter \ Package来更新到最新版本。
