The Python Software Foundation (PSF) is a 501(c)(3) non-profit corporation that holds the intellectual property rights behind the Python programming language. We manage the open source licensing for Python version 2.1 and later and own and protect the trademarks associated with Python. We also run the North American PyCon conference annually, support other Python conferences around the world, and fund Python related development with our grants program and by funding special projects.

pypi.org和python.org的维护者是PSF。PSF由众多企业捐赠赞助的。pypi是python packages community。PSF提供的类似第三方python packages发布社区仓库。
比如，查找requests和urllib
这个requests是可以用pip install requests安装的。
又比如，查找urllib3
这个urllib3是也是可以用pip install urllib3安装的。
pypi.org上面的一些python packages既有一些官方推荐的知名或常用第三方的，也有一些其他作者发布的。个人学习找资料还是可以的。至于开源的github资源不好说。开不开是作者的个人意愿。"Saying is one thing, and doing is another."曾经写过一些免费的Apps，后来就不了了之...所以...
另外说下，Python的背景，Python的trademark商标拥有者是PSF (Python Software Foundation)，而PSF是一些企业包括知名跨国公司捐赠赞助的。python.org在国内不补墙访问是不稳定的。至于部分原因，从PSF的sponsors列表可以看出一二。就没有什么太大抱怨、疑惑之类的。毕竟“没有免费的午餐”。
找资料最好是找官方手册tutorial/documentation和国内一些开发者的博客相结合。国外开发者的不好找，虽然极客发烧友还是有一些的。写的简单、简洁、简略什么的也没有什么好抱怨，毕竟免费手打的。要想葡萄甜，自己种过才自知。
